Last chance to speak out on HSE's Cost Recovery

Manufacturers have a final chance to have their say on controversial plans to charge businesses found to be flouting health and safety law.

The consultation on the HSE's Cost Recovery proposals closes on 14 October. The safety watchdog will charge companies found in "material breach" of legislation under the proposals. Planned costs range from £750 for an inspection which results in a letter to £10,000 plus for cases that spark full investigations. The move comes as the HSE faces budget cuts of up to 35% by 2015 under the spending review. Costs will be recovered from the start of the intervention where the material breach was identified, up to the point where HSE's intervention in supporting businesses in putting matters right has concluded. The Cost Recovery mechanism could be introduced from April 2012. HSE chair Judith Hackitt said: "It is not a fine. It's not a penalty.
