Phipson succeeds Kenneth Baker, who founded Baker Dearing and the University Technical College (UTC) programme, and who will now step into the honorary role of Life President.
Former education secretary Lord Baker has served as Chair for nearly 15 years, championing pre-16 technical education and establishing the successful UTC programme, which now comprises 44 schools across England.
Stephen Phipson brings a wealth of experience to the role, with an extensive background in industry and government, gained through his leadership at Make UK and previous senior roles within the Home Office, the Department for International Trade, and industry-leading private sector companies.
His expertise in forging industry partnerships and navigating the evolving political landscape will be pivotal as Baker Dearing continues to strengthen its connections with stakeholders across business sectors and in government.
Baker Dearing commissioned executive search firm Odgers Berndtson to help appoint a new chair. Following a nine-month search, Phipson was put forward and approved at a meeting of Baker Dearing’s trustees this week.
This appointment comes after Kate Ambrosi was announced in September as Baker Dearing’s new Chief Executive. She will succeed Simon Connell in the new year.
UTCs are also seeing increasing success: Over 20,000 students are enrolled at the secondary schools, which deliver a science, technology, or creative curriculum to students usually aged between 14 and 19.
Last year, around a quarter of UTC leavers progressed onto apprenticeships while, of those who progressed to university, 72 per cent started a degree in science, technology, engineering or maths.
