This key finding comes from the 2015 Resourcing and Talent Planning survey, produced by the Chartered Institute of Personnel and Development (CIPD) in partnership with Hays and launching today at its Recruitment Exhibition.
The survey reveals that 78% of organisations have reported recruitment difficulties in the last year and many are having to look externally to meet their needs.
In response, the CIPD is urging employers to give equal attention to developing internal talent to build a skilled and sustainable workforce.
